NOTICE OF PENDING BOND ORDINANCE AND SUMMARY

PUBLIC NOTICE IS HEREBY GIVEN that a bond ordinance, the summary terms of which are included herein, was duly introduced and passed upon first reading at a regular meeting of the Township Council of the Township of Robbinsville, in the County of Mercer, New Jersey, held on August 20, 2026.  It will be further considered for final passage and adoption, after public hearing thereon, at a regular meeting of said Township Council to be held in the Robbinsville Township Municipal Building, 2300 Route 33, Robbinsville, New Jersey on September 10, 2026 at 7 p.m.  During the week prior to and up to and including the date of such meeting, copies of the full ordinance will be made available at no cost and during regular business hours, at the Township Clerk's office in the Municipal Building to the members of the general public who shall request the same.  The summary of the terms of such bond ordinance follows:

Title:                AN ORDINANCE OF THE TOWNSHIP OF ROBBINSVILLE, IN THE COUNTY OF MERCER, NEW JERSEY, AMENDING BOND ORDINANCE 2026-06, FINALLY ADOPTED FEBRUARY 12, 2026, IN ITS ENTIRETY

Purpose(s):       Ordinance 2025-26 provided for, among other purposes, improvements to Township roads, including but not limited to the reconstruction of Hankins Road, including acquisition of additional rights of way, and including (i) sidewalk and pedestrian crossings and (ii) traffic signals and signage on or near Township roads and further including related work to curbing, grading, drainage, storm water management, and code work, and any other improvements associated with work within the municipal right-of-way, and including expenses incurred in the planning, design and bidding thereof, New Jersey Infrastructure Bank financing fees and capitalized interest on the construction loan, and including all work and related materials necessary thereof or incidental thereto.   In February, 2026, the Township adopted Bond ordinance 2026-06 which provided an additional $1,878,000 for that purpose.  Subsequent actions by that Township reduced the amount actually needed by $150,000.  Accordingly, this ordinance would provide a reduced amount of $1,728,000 for such purposes.

AN ORDINANCE OF THE TOWNSHIP OF ROBBINSVILLE APPROVING A TAX AGREEMENT FOR PAYMENTS IN LIEU OF TAXES WITH NORTH GOLD GROUP LLC WITH RESPECT TO BLOCK 29, LOT 1.011

Synopsis: This Ordinance is required to approve a Short-Term Payment in Lieu of Taxes Agreement (PILOT) with 100 North Gold Flex Warehouse. The Pilot Agreement is a short-term five-year agreement.

UNDER A NATIONAL COOPERATIVE PURCHASING AGREEMENT


Notice of intent to award a contract under a National Cooperative Purchasing Agreement to ESI Equipment Inc, 119 Keystone Drive, Montgomeryville, PA 18936, for Holmatro Pentheon Rescue equipment from H-GAC Contract #EE11-24. Information regarding the contract may be found at the Municipal Clerk's office at 2300 Route 33, Robbinsville, NJ 08691 during regular business hours and on the H-GAC Cooperative at https://www.hgacbuy.org/Home .

The H-GAC Cooperative contract for #EE11-24 expires on October 31, 2028.

The Qualified Purchasing Agent intends to recommend to the Township of Robbinsville governing body that ESI Equipment Inc, 119 Keystone Drive, Montgomeryville, PA 18936, be awarded a contract.

The Township of Robbinsville can join H-GAC National Cooperative under the authority of N.J.S.A. 52:34-6.2(b)(3).

SPECIAL MEETING DUE TO CHANGE OF REGULAR MEETING TIME

The regular meeting of the Township Council of the Township of Robbinsville originally scheduled for August 20, 2026 at 7:00 p.m. has been changed.  

The meeting will now be held on August 20, 2026, at 6:30 p.m. in the Municipal Building located at 2300 Route 33, Robbinsville, NJ due to the Township Council needing to go into executive session pursuant to N.J.S.A. 10:4-12(b)(7).  The originally scheduled meeting will begin after.

At a meeting held on July 28, 2026, The Robbinsville Township Land Use Board adopted the following Resolution(s)

1. LU26-02-01 45 Circle Drive
Adding an approximately 10,000 S.F. pole barn behind the existing office building, along with related site improvements and ADA parking spaces. The proposal includes the request to amend the prior 2009 use variance that permitted a landscaping business to now permit contractor/trades offices and facilities including electrical, landscaping, and related storage and yard uses. (Block 37, Lot 5.02)

2. LU26-05-01 -63 Robbinsville -Edinburg Rd. (Mielcarz)

Synopsis: This Ordinance is required to amend Chapter 142 entitled “Land Use” of the Code of the Township of Robbinsville by removing Section 16B(4) – public and parochial schools and colleges for academic instruction on a minimum of five acres as a principle permitted use in the R1.5 Low Density Residential District.

Synopsis: This Ordinance changes the maximum building height from 35’ to 45’ in the Gordon-Simpson Tract Redevelopment Plan – Route 130 South Redevelopment Area.

AN ORDINANCE AMENDING CHAPTER 88 OF THE CODE OF THE TOWNSHIP OF ROBBINSVILLE ENTITLED “CANNABIS”

Synopsis: This Ordinance will amend Chapter 88 entitled “Cannabis” of the Township Code to amend sections 88-5(b)(2), 88-5D, 88-5D(1) and 88-F(4).
